Circumstance of Birth
Barmon Barlett was born to the common-born maid Alicia and the noble-born father Baythein Barlett. Alicia, like many commoners, was taken advantage of by her noble employer and unfortunately became pregnant from the sexual misconduct of Baythein. Baythein denied the relation at every turn, but his wife Marlyn Shortstraw Barlett would not tolerate such a disgrace to her honor and fired Alicia from the household workers. Alicia moved to the lower-class South-East District and managed to scrape by a pitiful existence for herself and her unborn child by doing maid work for those who did not turn her away immediately due to her reputation as a "whore". She was watched closely by the wives of the houses she cleaned and the husbands used her desperate position to consistently underpay her. When Barmen was born Alicia nearly perished from being too weak following the birth to work. Fortunately for both of them, the local church provided them with meals until she could work again.Childhood
Barmon grew up mostly like a normal kid of the slums, playing with the other children, dreaming of wealth and comfort, and trying to stay out of the way of mages and criminals. When he was around 10 he began to deliver various small goods between shops and houses with a wooden cart he and his friends mashed together. He gave most of his money to his mother, which she reluctantly accepted. What coin he kept was not for himself though, it was for gifts and treats, as poor as they were, for his friends and his mom. Barmen's life would completely change weeks before his 15th birthday.Sugar Wheat Rebellion
Lord Viscount Baythein Barlett headed a rebellion against his liege Lord Margrave Garlan Anglosax to repeal the tax levied on grain and sugar imported from outside the province. The war was brief, as the two sides met in a pitched battle outside of The Margrave's ancient castle. Baythien and his brother Bathalos were slain, and Lady Marlyn Shortstraw Barlett fled Eastrin with the children of both men. Lord Margrave Garlan located them and executed them all on the basis of the family, including the children, plotting to raise a mercenary army to encircle and harass Eastrin. This move was wildly unpopular with the nobility of Eastros, as Garlan had essentially seized Eastrin for himself and gained a large position of power the nobles felt was ill-gotten through barbarism and deceit. To plaicate them Garlan needed a Barlett, or someone with close enough relation to take the position of Viscount. That is where Barmon fits into play. After an investigation, Lord Margrave Garlan caught word of a bastard born of Baythein, and in a move that would set the precedent for The Old King's rule, he took it upon himself to legitimize the bastard without royal approval. In a brief ceremony, a poor scab of a boy was raised to one of the most powerful positions in The Kingship.Reign of Lord Viscount Barmen Barlett
Lord Margrave Garlan heavy-handedly suggested he implement the sugar and grain tax that the rebellion had been started over, and that 70 percent of revenues gained from it would be delivered to the Margrave of Eastros. With Eastrin the clear economic center of the province this was essentially as near a total tax on grain and sugar as one could get without actually being there. However, Lord Margrave Garlan took no interest in properly grooming the young Barmen for leadership, instead entrusting that to the local council that had been left over from the rebellion. As long as the incomes were given Garlan cared not how Eastrin was run. Even though Lord Margrave Garlan took the title of regent until Lord Viscount Barmen was of age at 17 the Margrave had little to nothing to do with decision-making after his men-at-arms vacated the Palace of The Fallen Tyrant. The first act of Barmen where to purchase his mother a small but comfortable estate alongside the Rose Petal River, something that she always had dreamed about. Although this decision wasn't entirely altruistic, as the next act would elucidate. Once Alicia had left the city Barmen threw a large party to celebrate his rule, and all of his friends were invited. There was drink, food, baudy tales and songs from minstrels, and of course, many merchant sons and daughters to mingle with. Under the advice of his friends and against the advice of his council Barmen appointed many of his long-term compatriots in low to middle positions of government. Tax Collectors, guard captains, merchant wardens, and more. Overnight the city's baseline bureaucrats had been flooded with uneducated teenagers and young adults. Of course, a few days after this another party was thrown to commemorate these appointments, and longtime friend Jayman was appointed the "Most Important Position of my Reign" said Barlett. This, of course, was the new title of Master of Parties. The Burghers of the city immediately saw the writing on the wall, and instead of hunker down for the coming years of foolish boy-lord decisions they jumped at the opportunity to sway Barmen to favor their merchant investments and positions. Then came the various guilds, each with their own desires for taxation on goods and imposed standards on official guild member products and services. Lastly, and most controversially, was the Wizarding Guilds of Eastrin, long since kept at arm's length and heavily scrutinized now actively made court with the Viscount. By 17 Viscount Barmen Barlett had turned the greedy but functional political systems of Eastrin into a den of self-accountability, corruption, and selective enforcement of policy. All the while the parties and parades continue, but something has to give eventually. Either the tolerance of the people, or the willingness of those in power to fight shadow conflicts amongst themselves through the ever eager to please Viscount.Social

Barmen's reign has been plagued with increased wealth inequality and greater and more bold power plays by city guilds both mundane and magical.

Barmen is the only legitimate member of House Barlett left alive., although he does have close ties to his common-born mother Alicia.

Barmen is a worshiper of Nolosha who believes fully in the tenants of living his life to the fullest by constantly seeking happiness and joy and avoiding things that may cause him undue stress or danger.
Social Aptitude
It's clear to many that Barmen is not very well versed in the matters of politics, and is quite easily swayed by those who know how to play on his vices and virtues. This of course is likely due to him not being educated on the matters of court due to his original bastard status.
Wealth & Financial state
Barmen Barlett inherited his father's immense treasury and the tax officials he appointed have squeezed hard on the populace to maintain its fullness. Despite having lots of wealth, Barmen has made numerous strange loans with the various guilds of Eastrin to fund and stock his parties with exotic meals, drinks, and entertainment.
