The Exchange of Light

The Exchange of Light was the name given to the Pre-Scream banking institution responsible for the entire galactic economy.
The buddhist monks and ranks of Yama Kings and Queens serving as their arbitrators quietly pulled themselves together after the devastating events of The Scream, rallying at Galatea and its advanced civilization as the perfect place with which to re-assert their will. 
Since the end of 2666, the organization watched and waited, gradually buying grail time to create offices, computer systems and all the other things needed to slowly embed themselves into the entire Iron Sectors banking system. They realized that with the Fleshshapers bearing down on the galaxy, and other major threats lurking after, the time was not right to deplete the polities of their finances. 
As 2668 came to an end, they felt it was time to make their move.  The Etxaurren campaign was still brewing, but most of the Exchange of Light leadership was becoming impatient, rationalizing that another crisis was always going to be around the corner. 
Galnet All-Sector News ended their broadcast in December 2668 with a pirated transmission, where the Exchange announced itself, drained government treasuries across the sector, and took full control of all banking. Their adjudicators are prepared to make any compacts that the Exchange deems reasonable.
