The Tenebrian Remnant's defeated nobles and senior leadership live here in exile. The planet was raided by the Brotherhood of Fenris in September 2667, as they convinced many of the hardliners there to rise up against their United Nations of Worlds captors and live again. A handful of families who were more moderate, or non-participants during the riots have been permitted to stay, in a new, smaller dome, and with a larger UNW garrison. 
Due to an uninhabitable climate, the world's cities exist within domes and pressurized buildings. In such sealed environments, techniques of surveillance and control can grow baroque and extreme and this has happened here as the United Nations of Worlds garrison watches over their former enemies.
Within the prison colony here, the defeated live lives of relative luxury, their price for surrendering and not dragging the war out to a bloody conclusion. There is a deep divide between the older generation and the younger, with the younger wishing to simply get on with life and find ways to integrate into the United Nations of Worlds as citizens.
