    This planet is dominated by seagoing cities built on islands. Ancient First Wave engines keep the cities moving, the constant waves powering the buildings that cling like barnacles to their backs. Despite this one example of hyper advanced technology, the rest of the world has reverted back to a pre-steam standard of living. Battles are fought over island chains where the fast growing timber, wildlife, and minerals are plentiful.   Squadrons of Age of Sail ships representing close to a dozen nations or city states prowl the depths, keeping unwanted attention away from their shores and distant island claims.   In March 2668, the people of Arana voted to join the Greystar Confederacy, though their integration has not been painless. The psychics of the planet were forcibly expelled and were rescued by Obsidia Sharpshot and her team. Since then, the local rulers have tried to degrade the quality of the uplifting programs as reforms threaten to unseat them from their lofty positions.   September 2668 saw a Greystar negotiator named Raeslin set up riots against the nobility to force them to the negotiating table-specifically in the Northern Duchy. After getting the locals to disperse safely, the duke signed an agreement to form a power sharing structure with the guilds, and commoners.    These reforms had not yet spread to the other parts of the world.   December 2669 saw an expanding set of Greystar reforms, and to culminate the rise of the locals against their previously presecutive duchies, algorithms and advanced uplift programs provided by the Northern Frontier Singularity State brought the world to Mandate Tech Level 4. The people here are still getting used to some advanced technology and the changes in society now that the duchy is gone, but are enthuisiastic Greystar citizens eager for new opportunities as their cities and lives change forever.   May 2670 saw the theft of surplus military equipment from Arana by an unknown off world arms dealer. Greystar began investigating the matter, and in doing so learned that the flow of weapons offworld was not limited just to offworld criminals but a growing seperatist movement bankrolled by the former planetary nobility.
