Paravel

The city of sin, reuled by the Vicereine of Vice. Paravel, a small, remote city in the distant South, well below the Sabat desert, started as an outpost. Pirates and other ne'er-do-wells quickly learned that its size and distance made it very difficult for the town to enforce its laws. Over the years the denizens came to rule the city, hiding away its existence from those who would wish to bring order to its chaos. The route to the city is now a closely guarded secert. Rumors tell of secret portals, hidden across the lands, that allow those in the city's favor to travel make in seconds a journey that would take weeks for most, enabling mobility that most law-abiding organizations cannot hope to match.
For decades, the undisputed authority of the city has been the mysterious head of the Manti-Corps mercenary outfit, Jaina Amaram. While she does not directly take part in the day-to-day operations of the city, those who do know that her word is law. Criminals who cross her may find themselves cut off from the very underworld that they risk so much to gain benefit from.
