Krovenn Empire (Kravax-Tharuun Imperia), also known as the Empire of Kravax-Tharuun, is the Krovenn planetary-state that has existed since the ascention of its first emperor, Brathok the Just. The Empire technically comprises the entire planet of Draxion-8, the Draxion System and about two others, however, the vast majority of the Krovenn populous is located on Draxion-8.   The political structure of the Empire is marked by its rigid hierarchy, where power is centralized around the Emperor, who is both a political leader and a religious icon. Despite the vastness of its territory, the Krovenn government maintains tight control through a network of governors and military overseers appointed directly by the Emperor, ensuring loyalty and efficiency in governance. The Empire's economy is heavily militarized, reflecting the Krovenn's societal values of strength and resilience. The primary industries include the manufacture of arms and armor, spacecraft engineering, and the mining of rare minerals crucial for their technology. The military not only serves as the Empire's protective force but also as a key economic driver, with vast resources allocated to the development and maintenance of a formidable space fleet capable of defending Krovenn interests against both internal and external threats.   Culturally, the Krovenn are as fierce and disciplined as their reputation suggests. Education and upbringing are heavily focused on martial training, where every citizen from a young age is trained to serve in the military. This training is not only physical but also ideological, with a strong emphasis on loyalty to the Emperor and the Empire. The arts, while not as prominent as military endeavors, still hold a place in Krovenn society, primarily through the lens of propaganda and the glorification of military achievements and historical conquests.   The legal system within the Empire is harsh, with strict laws that are rigidly enforced by the Imperial Guard, a specialized military unit loyal only to the Emperor. Justice is often swift and punitive, designed more to maintain order and discipline than to rehabilitate. This has created a society where order prevails, and dissent is rarely tolerated, especially if it threatens the stability of the Empire or questions the authority of the Emperor. Despite its militaristic and authoritarian structure, the Krovenn Empire is not without its challenges. The vastness of its territory makes it difficult to manage, leading to occasional skirmishes on its outer edges with neighboring systems and internal disputes among the ruling elite. Furthermore, the reliance on a military-driven economy poses risks should prolonged peace lead to reduced military spending, potentially destabilizing the economic balance that supports the Empire's infrastructure.

The War-Council of Volthur is the supreme military-strategic advisory body within the Krovenn Empire, directly subordinate to the Emperor and housed within the storm-lashed citadel of Kaarn Voluun. It is the ironclad administrative and martial engine behind the Krovenn war machine, balancing internal power dynamics, coordinating strategic operations, and ensuring absolute cohesion between doctrine, logistics, and execution. It is named after the royal bloodline—Volthur—symbolizing the convergence of divine authority and martial supremacy. While the Emperor retains absolute autocratic control over the empire, the War-Council serves as both an extension of his will and a crucible for high-level military coordination. Its members are drawn from the elite echelons of Krovenn society: Stratalords, Storm Commanders, Tactical Scribes, Storm Priests, and a small circle of Battle-Arbiters, each fulfilling critical operational, doctrinal, spiritual, and strategic roles. The War-Council does not legislate or vote—it advises, plans, and executes. Its authority is derived not from consensus, but from demonstrated martial acumen. Members rise through merit, reputation, or imperial appointment, and are expected to be embodiments of Krovenn strength, intellect, and loyalty.

The Krovenn population is primarily urbanized, with an estimated 65% living within fortress-megacities—walled, storm-shielded bastions such as Kaarn Voluun, Dravokh’s Gate, and Tharn-Vaal Bastion.   These settlements are designed to endure the violence of the Howlveil superstorm while functioning as centers of industry, governance, and martial training. Rural populations exist but are rare, usually tied to resource extraction, strategic terrain control, or warband ancestral grounds known as Korr'vaals. The gender distribution is roughly equal, with a slight female majority in certain border regions due to female-led logistical command units and warband matriarchal remnants from pre-unification clans. Gender does not significantly impact status or opportunity, as both males and females undergo the same rites of passage, and are held to identical physical, ideological, and tactical standards. For example, warlords such as Valkira Tharnax, a legendary siege tactician, have become as celebrated as their male counterparts. For instance, the Korvak Lineage warband specializes in anti-armor siegecraft, and their members are primarily found in fortification hubs along the Korran Expanse. Cultural and linguistic uniformity is maintained through rigorous state control over education and ritual. 100% of Krovenn citizens speak Krovennese, with high fluency in its military dialect, Vok’tak, mandated by the state. While minor dialectic deviations exist between regions (e.g., the clipped variant used in the Void Bastion sectors), standardization is enforced through imperial broadcasts and educational doctrine. Krovenn demographic records also track rites participation status, which functions as a secondary citizenship classification.
