Thousandfold Vast construct remorhaz The southern reaches of Dowron’s Shield are haunted by a shadow beneath the ice. An impossibly long remorhaz burrows through the land, hunting for trespassers to the city of Il’ar. The creature is several hundred feet in length, with a body covered in a shell of rime.

In Dowron’s Bay, the snow lies frozen in mid-air - a glittering galaxy that hangs above the port city of Il'ar. This is the ancient kingdom of the Titan Il’ara, archarcanist of Risia and Regent of Amber. The city is sculpted from waves of ice, carved and shaped into intricate towers and floating bridges. Immense statues of coloured ice dance through the streets like marionettes, honoring the tides and the movement of the stars. This a city of ghosts, and nothing remains but ancient constructs and the hushed prayers of the dead. The frost giants of Ix Il’ar specialized in Risian planar magic, which they perfected into necromancy and the crafting of simulacra.
The manifest zone surrounding the city places living beings in a form of stasis, slowing biological functions and the process of aging; by channeling the plane of ice, the giants were able to place their bodies under timeless preservation - along with prisoners and criminals from other nations. By copying the manifestations of Risia’s Killing Cold, they created their own simulacra out of snow, which maintained the city and served their giant masters. By freezing their bodies, the giants were capable of freeing their souls and taking command of the simulacra for war - and artistry.
With extended lifespans and relative isolation, the giants of Amberlight became artists to fill the centuries. Sculptors carved intricate simulacra to mirror beasts and mythical figures. Musicians played melodies on crystal instruments to glittering frozen ballerinas. Arcane artists combined water and ice into flowing kinetic displays that caught the light of the setting sun.
When Il’ara heard of the draconic assault, she led her children into the Plain of Ice, seeking sanctuary in its isolation. With no time to spare, the frozen prisons and wandering simulacra were left behind, awaiting their return - and the dragons left a warden of their own.
Capital: Il'ar
The porcelain city of Il’ar lies on the coast of the Iceflow Sea. The port surrounds Dowron’s Bay in a loose horseshoe, with the core of the city located to the north. There, the massive tower of Ix Gossamer rises, surrounded by the public centers of the Il’ari. Open plazas, concert halls and workshops cluster around frozen statuary, neighborhoods changing to houses and memorials towards the city limits. The many crossroads of the city have unique pieces of art donated by its people.
Kinetic sculptures of ice mix with haunting harmonic instruments and animate snow dancers. Canals heading to the Iceflow lace the city, crossing beneath snowy bridges and aqueducts; in the days of old, frost giants in a hurry would simply skate down them, freezing the water beneath their feet on contact. Some of them rise into the sky between the towers, acting as aerial highways for those in a hurry.
