The Weight of Justice

In The Realm, a myterious spector known as The Balance Keeper delivers justice to those who evade the poltical law of the land.  Under cover of night the Balance Keeper steals away criminals the law cannot find, or is willing to ignore. This mysterious spirit weighs the criminal against their crime on the Scale of Moral Order and delivers a sentence based on the imbalance. Unbribeable and unavoidable, the arresting officer, judge, jury, and executioner is the cold, hard hand of social order in the Realm. Corruption, exploitation, abuse, and mailcious intent will eventually bring the Balance Keeper and their scales to you.  The Keeper's judgement is not always to punish. Crimes and evil deeds go to one side of the scales. The criminal and their good deeds go on the other. The scales do not weigh good deeds performed to appease the Keeper and escape justice, however. Only genuine remorse and repair will do.  The role of the Balance Keeper is to prevent those with too much power, money, influence, or cunning from evading consequence for their deeds.
