The Imperial Council / Imperial Assembly are the 13 Imperial government heads and leaders under the empire ruled by Emperor Kiaus III.
The Council of 13 meet in a tower in Korth called the Imperial Assembly

• Admiral Johan Frigg - Human Rogue / Swashbuckler: In charge of Navy and aerial command.
• Lord Albert Spear - Human Nobleman: Head of city planning and development
• Judge Artumus Reinhold - Human Bard, former opera singer: Supreme Justice of Karnath.
• Minister Henry Heighrick - Human Nobleman: Chief diplomat and head of the ministry of diplomacy.
• Minister Josef Conaway - Human Bard, former actor and playwright: Minister of Media and Propaganda
