Turum

The Turum, or Considered, are the social class directly above that of Slave. The Turum are those who have applied for permanent change of citizenship from Externus to Plebeian within the Imperium Stellaris.
The typical standardized length of Turum status is usually ten years, but acts of behavior can lengthen or shorten this time.
Turum have slightly more rights than Slaves, but still have no political power.
