Plebeian

The Plebeians are the common citizenry of the Imperium Stellaris. Plebeian is the lower social class of the Imperium Stellaris. Plebeians have some basic guaranteed rights (more than a Turum or a Slave) and some political power. One of the most important powers and rights that the Plebeian class has is the power to vote.
