Charter of the United Systems Astronautics Command

Preamble

In the wake of humanity’s expansion beyond Earth, as new worlds and stations rose in the shadow of distant stars, the necessity of unity, protection, and lawful order among the colonies became undeniable.

To safeguard the future of our species beyond Sol, and to ensure peace among the realms of human settlement, the United Nations hereby establishes the United Systems Astronautics Command (USAC):
a unified peacekeeping, patrol, and defensive force, entrusted with preserving human life, securing lawful transit, and defending the common interests of the United Systems.


Section I: Mandate

The United Systems Astronautics Command is hereby charged with:

  • The defense of human-controlled space, including colonies, stations, vessels, and orbital platforms.
  • The maintenance of free and lawful transit between recognized human settlements.
  • The enforcement of international accords and territorial agreements ratified by the United Nations and recognized by the United Systems Alliance.
  • The rapid response to emergencies and humanitarian disasters beyond Earth's jurisdiction.
  • The support and protection of lawful scientific, commercial, and exploratory activities conducted within and beyond Sol system.

Section II: Authority

The United Systems Astronautics Command is empowered by the United Nations Security Directorate to:

  • Operate independently within assigned regions and territories, maintaining vigilance and readiness.
  • Engage hostile forces or threats to human life without prior civilian authorization if immediate danger is present.
  • Conduct investigations, inspections, and peacekeeping actions aboard stations, ships, and installations within United Systems jurisdiction.

All non-emergency offensive actions must be reported to and reviewed by the United Nations Security Directorate and the United Systems Assembly.


Section III: Foundational Principles

The United Systems Astronautics Command shall be guided at all times by the following principles:

  • The preservation of human life and the peaceful coexistence of colonies and settlements.
  • The defense of lawful commerce and navigation as a foundation of human prosperity.
  • Strict neutrality in disputes between recognized member colonies unless authorized by lawful order.
  • Upholding human dignity and rights in all spheres of operation.

Section IV: Limitations

  • USAC personnel and ships are forbidden from engaging in commerce, colonization, or territorial expansion for private or organizational gain.
  • USAC forces may not interfere with civil governance unless survival of the colony or station is in imminent danger.
  • USAC is prohibited from unilaterally declaring hostilities or war against foreign entities without explicit authorization from the United Nations Assembly.
