Tear Storms

Back before the rise of the demon-angel war, magic was poorly understood. Each society, elves, demons, and angels, each attempted to harness it in their own way with varying degrees of success. However, the constant experimentation and tapping into immense power caused a disaster that is still spoken on in whispers. 
With each species working furiously with magic, reality began breaking apart as more and more power was channeled into twisting it into unnatural shapes. Simultaneously, several rips in the air began to appear over large cities, on walls, in the sea, sometimes even on living beings as magic began to split in many pieces. 
All three peoples worked together to close the tears in reality, the first time they had all come with one purpose. From this day forward, forbidden spells, ones that were found to cause small tears, were sealed away. Demons wanted to bring all other species under control to keep anyone from performing magic they deemed too close to causing another tear storm and thus the war with the angels began. 
As time has continued, three more tear storms have occurred, with the most recent being soon after the hybrid rebellion. After the final battle, the mass of loose magic in the area caused a tear storm over the demon capital. The exhausted troops on both sides were forced to cooperate in order to protect civilians, a feat that nearly failed after such animosity.

Manifestation

Tears in reality appear as jagged edged oval or diamond shapes. While generally very small, the accumulation of powerful magic under a wielder of insufficient skill can cause large ones. When standing near a tear, those affected will be bent, twisted, sucked inside, or otherwise severely harmed. Those that appeared over populated areas caused massive property damage and loss of life before being closed.

Localization

They are more likely to occur where magic users gather, particularly schools and large towns. The destruction they can cause has led to close monitoring of these areas and those learning magic must be extremely vigilant in their practice.
