Carvasia is named for Yahn Carver, the man purported to have revolutionized agriculture in the region. Some say he is a myth.
Carvasia is run by a cooperative style government. IT is run by a rotating council that is sent to Cove Port by responsible counties. Compulsory government lasts for four years (those serving are cared for by their counties back home). This is considered an honorable service.
Defense is provided by well established militias and a strong volunteer navy (to provide protection for exports).
Carvasia owns the world’s food supply. They claim to be interested in world peace, free trade and basic human rights.

Carvasians believe in living close to the earth. They are primarily farmers and value hard work and caring for neighbors, both near and far.

The Carvasian government understands that the country's greatest resource is its people. Without farmers to work them, the country's fertile fields will go fallow. The government serves to provide for the people.

History
The lands that became Carvasia began as individual farms that pooled their resources and became small communities. These communities then worked with neighboring communities and developed small cooperatives. The cooperatives eventually became the country and government of Carvasia.

The population of Carvasia is centered on the fields. The majority of Carvasians, and the most respected, are farmers. Other professions are seen as supporting roles for agriculture.
There are small populations of miners and their families in the northern reaches of Carvasia. These men and women live and work in the Arbiter Mountains.

Carvasia has a full-time military command structure with the working troops coming from the citizenry. The country has a long standing law of two years of compulsory government service for every citizen. This makes for a robust, though not highly trained or motivated, military.
Carvasia's largest military branch is the Navy. The Navy is tasked with protection and escort of export ships from piracy, as well as protection of Cove Port from invasion.

Foreign Relations
Filling the stomachs of Empyria makes Carvasia a very powerful nation. No other countries are capable of its agricultural success. Carvasians are naturally caring people and are willing to make mutually beneficial trade deals with struggling nations. They are smart and capable negotiators, however, and are not taken advantage of. This makes Carvasia, not only wealthy, but highly respected.

Carvasian farmers produce red (summer) wheat, Carver's (winter) wheat, hen beans, corn, purple beans, rice, arbiter beans, Topaz onions, southern garlic, several potato varieties, Yahn's apples, peaches, cherries, tomatoes, cotton, hemp, and tobacco.

All Carvasian goods are required to enter and exit through Cove Port. This requires any gems stones mined to be delivered cross country or shipped down the Topaz River and into the ocean, southwest along the shoreline. Any ores mined, typically copper, are delivered south from the Arbiter Mountains. The delivery is conducted overland or down the Green River over Fish Lake and down the Muddy River.
Produce is delivered the same way. Produce considered stable enough, wheat, beans, corn, rice, onions, garlic, and potatoes are sent overland. Education
As with Striceland and Alyeska , Carvasia sends its people to East Bijou for education. Only those from wealthy families (hard to do in a truly communist country) and those looking to enter government service typically make the journey.

Carvasia's communal style of government and direct accountability of the levels of government to the people, contribute to a robust and advanced society with high standards of living, health, and wellbeing. Carvasian cities are well tended with a well maintained network of roadways. There are military outposts on land and water to offer protection and assistance.

The weights and purities of coins is standard across Empyria. However, the local terminology differs as well as the true purity. Striceland coins are the purest and therefore the most valuable. In Carvasia the terminology is as follows: 10 Copper Pips to a Silver Kern; 10 Silver Kerns to a Silver Ear; 10 Silver Ears to a Gold Bud.

Legislative Body
The Carvasian government is a series of identical bodies that report upwards from small farming communities to the national government. Farmers own their own lands and pool their resources for shared equipment, communal disaster funds, etc. The small cooperative pays into larger regional cooperatives which pay into still larger cooperatives, finally ending with the national government.
Judicial Body
Laws are mostly regional and enforced locally. This can become problematic if esoteric laws are passed in small communities, allowing individuals to become too powerful, or when corruption is allowed to run amok.
Rulings and sentences can be appealed to the next higher governing body and subsequently to the national government.
