Southwest Region: Olmacatincan
Olmacatincan is a wealthy, advanced city-state in the Olmatic mountains. It has the most skilled non-Dwarven engineers in the western wing of the world and might devote more of its resources to the arts than any other civilization. The main city is carved out of mountain surrounded by a ring-shaped valley with tiers of vineyards and farmland climbing up its sides. All the Olma peoples, including the freefolk, form alliances naturally with other races, and in the city, Humans, Tabaxi, Aaracokra, and Green Elves are equal citizens.

Structure
All citizens vote for a city council who chooses a mayor from among its members. The council sits for twelve years before another election is held, but the mayor can be replaced by the council at any time.
Work is performed on a wage labour system, with the expectation that even the most menial labourer should have ample leisure time to make and enjoy art.
They also maintain a standing body of guards to secure their peace, but between their mountainous walls and defensive contraptions, there’s little chance of being invaded, and guards spend most of their time settling internal disputes and apprehending thieves or disruptive drunks (there aren’t many able-bodied poor in the city, but some citizens turn mischievous from boredom).
