Northwest Region: Vaqueria
The Vaquerian people occupy a collection of city-states with a common economy situated between the Grey Mountain region of the Forever range to the west, the Raven-occupied mountain forests to the north, the Coyote and Hawkeye regions to the northeast and east, and the Deadened Bay to the south. A strip of Vaquerian territory reaches along the shore to the swamplands of the Triad. This area, claimed by the city Puertolaputa, is subject to regular raids by both the Lizardines and the Hawkeyes. Vaqueria is an affluent cattle-based society with a large slave population. Aside from some trade regulations, there are no overarching laws in the region and each city has its own. Some cities have outlawed slavery but can’t openly invite escaped slaves for fear of embargos or outright hostility from slave-based cities. Vaqueria is one of the few places in the Hubworld to embrace paper currency, which is printed in and guaranteed by Fort Fortuna, a mercantile city claiming to have the safest vaults in the world. Most cities are surrounded by ranches and farms. There are some small independent settlements near the wilderness edges and a few remote monasteries founded by the devout and the disciplined who shunned the decadent materialism of city life. Vaqueria is the most common destination for Martian exiles seeking mercenary work.

Structure
Independent city-states with varying models of internal governance provide protection to surrounding peasantry and ranchers in the form of Mounted Constable patrols. Lawkeepers do not roam outside the protected area except in pursuit of criminals, and cities do not aid one another or coordinate anything except a banking system.
