Northeast Region: Empire of the Carp

The Pinwa-speaking people occupy of a large chain of islands running parallel to the east Shoulun coast. The Empire of the Carp consists of whichever of these Islands aren’t currently in the hands of the Dragon or Horse empires, or haven’t gone rogue. At present that includes all the major islands of the chain. The Dynasty of the Carp Empress goes back 8000 years, 2000 years longer than the Dragon Emperor can claim. But the Empire itself has changed shape constantly over that time. At its height, it claimed all the known occupied islands of the north sea and the entire coastline down through the Ratlands. At its weakest, only a triad of islands recognized the authority of Horo Palace.
