Honua First Settlers

Due to the declaration that created the HDC, settlers from before the official settlement of Honua are in a legal gray area. The charter states that those settlements will be integrated into the larger economic system of the HDC sanctioned settlements over a period of 25 years, which is a long time given the small number of initial settlers. Relationships with these settlements has been inconsistent and the issue of some ire, despite petitions to Bliss, the HDC remains the only authority governing these settlements interactions with the outside universe. Despite the frustration that some in the HDC feel with the First Settlers, they also have far more localized data than the HDC used in the PIR. These localized experiences and datasets have proved highly lucrative to HDC and its component companies, lucrative enough in fact that several PMCs have become involved in liberating these databases, that has, naturally led to no few tensions and the HDC's constabulary force stepping in. Despite the gray areas that the First Settlers find themselves in, their sovereignty and implied sovereignty are considered sacrosanct and the use of PMC's as part of a negotiating tactic are illegal.   One of the biggest strife points about the datasets collected by the First Settlers is that they show much more extreme weather events on a localized scale than the PIR’s evaluation. Some shareholders view this as a result of forgery or other malefactors trying to advance their own interests. Others take the data at face value and that if the cycle is consistent, the PIR’s weather hardening plans would have been insufficient, much less the plans under current HDC leadership and the support that Bliss can offer after the attack. Recently, Meban S’Jod has began attempting to form a unified bloc of the First Settlers to plan for the contingency that the HDC or its citizens take up arms attempting to force the First Settlers to take in refugees from failed HDC settlements. S’Jod’s ability to form a unified bloc as well as the necessity of it remain a question that will only become a hotter topic of debate as perihelion approaches.
