Goblin

Usually considered a nusance and a danger, free goblins are rarely found in "civilized" countries. In the Council State, goblins are overwhelmingly found as slaves and most often alongside gnomes as "personal gofers" and in airship maintenance facilities for the same reason: They're small, agile, and expendable. Goblins in the Council State do not live well.
