The League of Heroes

The central governing, training, and monitoring organization for would-be superheroes throughout the world. Those who wish to be costumed crimefighters must register with the League of Heroes and obey by their rules or risk being branded as outlaws. The League also plays a major role in determining crisis levels of events and calling heroes to respond.

Structure

The main function of the League of Heroes is to test, train, and certify heroes. Once certified, the League provides a stipend for the hero as well as medical and legal services and many other perks and amenities. The League can wield a considerable degree of influence over a hero's activities by suspending or revoking their certification.  

Certification of Heroes

In order to certify with the League, a potential hero must submit themselves to a rigorous battery of physical, psychological, and academic tests that not only determine their eligibility but also create a thorough profile of the hero's capabilities.  

Classification of Heroes

 

Hero Levels

The League assigns a numeric "level" to all heroes that undergo certification. A hero's level determines their compensation as well as their rights and responsibilities within the league. It also establishes a sort-of internal pecking order based on relative strength and status.  

Level 1 Heroes

A Level 1 Hero is the strongest and highest-ranking classification of heroes in the League. They have no restrictions whatsoever on the rights and privileges available to them aside from submitting to an annual review of their activities and continued fitness. They are the only level allowed unlimited access to League resources, and they may sponsor requisitions by lower-ranking heroes as well. They are expected to take on leadership roles when a crisis arises and are also frequently called on to act as consultants to the League's administration. A hero at this level is generally considered to have reached the pinnacle of their career.  

Level 2 Heroes

Superheroes that are rated at Level 2 make up the backbone of the League's capable manpower. They have more restricted access to resources like League weapons, armor, vehicles, and gadgets without sponsorship from League administration or a Level 1 Hero, but they do not have any geographic restrictions on where they are allowed to conduct hero work; nor are they barred from responding to crises of any threat level, no matter how great. They must also submit to annual fitness and performance reviews. Competition to stay certified at this level and to move up to Level 1 can be particularly ferocious.  

Level 3 Heroes

Heroes rated at Level 3 are the lowest-ranked heroes that are actually permitted to conduct hero work. They have numerous additional rules and restrictions on their activities. They are only allowed to operate in a specifically designated geographic region and must undergo a monthly review at their local League office. Heroes at this level are under considerable pressure to maintain their heroic status from month to month and they compete ferociously with each other to move up to Level 2.  

Level 4 and 5 Heroes

Heroes certified at these lower levels are barred from doing hero work of any kind except as trainees and sidekicks to higher ranking heroes. There are time restrictions for how long a hero is allowed to stay at these levels before either moving up in rank or being removed from the registry and banned from recertification.  

Level 0 Heroes

There is an additional level of heroes outside that which the League certifies designated "Level 0" heroes. These heroes are not under the authority of the League administration, but are considered to be so powerful and of such noble reputation that they are granted special status. They have access to the League's resources and all amenities in the course of their hero work without having to submit to any review whatsoever. The League only asks that they help respond to crises as they can and they serve as consultants on matters of great import.  

Hero's Code of Conduct

All members of the League of Heroes must sear to uphold the League's Code of Conduct. Failure to abide by the code will result in suspension, degradation, or revocation of a hero's certification and may result in imprisonment.  
  1. Heroes are the pillars of honor and virtue in our society. Whenever they are on patrol, at public events, or seen in uniform for any reason, they must conduct themselves in a manner befitting of their station.
  2. A hero's secret identity is their most valuable possession. They must protect it at all times by wearing a hero uniform and adopting a hero codename.
  3. A hero may not use lethal force in combat, except when their own life is threatened, to prevent further loss of life, and when all other options have been exhausted.
  4. A hero's first priority is always to ensure the safety of all civilians in the crisis zone. A hero must never endanger civilians recklessly while battling a crisis.
  5. Heroes must never attack or otherwise hinder each other in order to promote their own interests, and they must especially never threaten the secret identities of other heroes with exposure.
  6. No hero may ever engage in cruel, unethical, or dishonorable tactics such as torture, blackmail, or hostage-taking while battling a crisis.
  7. Heroes must yield to the lawful authorities in whatever jurisdiction they are operating in and follow due process according to the local, state, national, international and cosmic laws.
 

Hero Cliques

An unfortunate development in the League's culture has the formation of so-called "hero cliques" where members are banding together for the mutual advancement of their careers. This will normally take the form of a well-established hero (often one or two Level 1s) taking on lower-ranking heroes as disciples or sidekicks in exchange for offering them training, access to greater League resources, and the senior hero's help in advancing in level. This may not seem like an altogether bad thing, as it fosters much greater team synergy and effectiveness for those heroes in such groups, but critics say that it creates an unfair disadvantage for those heroes who do not have the support of a clique and point out that there is opportunity for abuse of power by heroes that have a large following. In any case, these associations between heroes are entirely informal and not a sanctioned (or expressly forbidden) thing for League members to engage in.

Assets

The League of Heroes has property, resources, and assets that are valued at roughly $780B and an annual budget of $28B. Their hero rosters include 170 Level 1, 3889 Level 2, and 95376 Level 3 heroes as well as many thousands of support staff in functions ranging from research and development to public relations.
