Vera Emilia Cross

One of the founders of Icarus and one of the most prominent figures in the world.
Though not a metahuman or hero herself, she's fought for metahuman rights since the mid 1950s and has been instrumental to growing Icarus and hero culture into what it is today.
She retired from heading the Agency at the start of the Golden Age but took charge of it once again after the Vanishing. In 2016, she retired once again, leaving Icarus in the hands of its council of directors.
She has a non-powered daughter, Rhea Reinhart, a son-in-law, two grandkids, and three great-grandkids. Rhea works at Icarus as a psychologist for agents while her kids who are also non-powered have regular civilian lives.
