Töölö

The district of Töölö consists mostly of older apartment buildings and some highrises. It is the home of a couple of hundred thousand people. The district is inhabited mostly by the richer families working for the biggest corporations of Hellsinki. The district is considered one of the safest and cleanest in the city. The district maintains the feeling of cities from the last century, including streetside bakeries, small businesses, safe and clean urban parks and courtyards. The citizens of Töölö are an unusually homogeneous group with mostly Finnish or European ancestry, corpos working in the middle or upper management or specialist jobs. Citizen of Töölö often connect with each other through housing associations, school boards, hobby groups, etc.
The district is officially controlled by the government of Helsinki but in practice the power is held by a few powerful individuals such as Christian Pavela, a charismatic leader and serial entrepreneur. He is involved in many businesses such as pharmacies, energy, groceries and transportation.
The district has its own private police force called Töölö border patrol (TBP). TBP was originally founded to guard the borders of Töölö and to enforce the policy of letting in only the citizens or people with a valid visa. Later on TBP started performing police enforcement and judging the criminals.
Despite the immense wealth of the citizens there has not been much progress in the district lately. No new construction projects, same old stores and restaurants, no improvement to the public services. Also the price of living has been increasing rapidly for years forcing many habitants of Töölö to move to other districts. Many like the status quo but some question the effectiveness of the current government and there have been demonstrations and other internal strife lately.
