Kallio Caves
Kallio consists of mostly older apartment and office buildings. However many of them are desolate, without proper owner, maintenance of even power. Some are in complete ruin and if not they’re inhabited by gangs and other lowlife. The real societies of the district can be found underground, in the various cold war era nuclear bunkers and other establishments carved in the bedrock. The underground societies range from gangs to religious groups and doomsday preppers. The underground tunnels span over vast areas and connect to a countless number of buildings in the district. Also many caves have been dug recently to circumvent blockades by other societies or to connect pieces of bunkers held by a group of people.
During Sellsinki many of the governmental buildings and underground establishments were sold to private investors hoping to develop the district. However after the sudden collapse of the public sector many of the companies and unions located in the district left. This left the district into a death spiral where more and more people and companies kept leaving. This changed when the climate started to get colder, a lot of people moved into Helsinki and found shelter from the abandoned bunkers and buildings. The current number of residents is estimated to be some hundred thousands, but it is hard to estimate because entering any of the buildings and bunkers might be perilous.
