Phulakes

In the kingdoms and republics of Pre-Sebastine Lukhora, the peace was kept and the laws enforced by a group known as the Phulakes, who were generally a volunteer militia who would act as a local police force. While the leaders of the Phulakes were government-appointed, often coming from a military background, as long as one owned a weapon they could sign up for the Phulakes. With the conquests of King Sebastian over the lands of Lukhora, the old Phulakes system was phased out, as the Hetairoi, Astynomikoi, and the Prodromoi and citizen militia were no longer an acceptable means of policing. However, the phulakes are not entirely gone yet, as more and more Lukhoran nationalist paramilitary groups style themselves after the old police force. While certainly similar in their creation, the modern Phulakes are a lot less focused on general peacekeeping duties and much more focused on securing assets for their associated groups and intimidating their political opponents. Despite their lowly militia origins, many talented fighhters fit within their ranks, many of whom fill high leadership ranks within the various nationalist groups throughout Lukhora.

Career

Qualifications

Both in history and in the modern day, the qualifications to become a Phulake is surprisingly low despite their role within society. The general requirements are for one to own their own weapon, be it sword, spear or firearm, and be capable and willing to use it.

Payment & Reimbursement

Historically, a special tax was levied on the citizens of Lukhoran nations which would be given to the leaders of the local Phulakes and distributed within the organization. Modern Phulakes are generally bankrolled by a patron within their organization, or find payment in the form of "forceful repossession".
