Sir Upfer Esomar is bailiff of Rhustan for Constable Eres Tereneth of Baseta.

Sir Upfer Esomar chafes at being only the bailiff of such a fief, and often agitates at Baseta to be granted Rhustan outright.
Sir Upfer is not intelligent enough to realize that he is both irritating Sir Eres who has no authority to grant anything like that and providing the Constable with the motivation to replace him. Only the lack of a suitable candidate and the series of murders have stayed the Constable’s decision.
