When the government experiments with their own soldiers with things like the Information retrieval procedure people know there is no any longer hope of redemption for anyone. What should they do? Some opt for obeying and a low profile, others prefer destruction.

They want to dismantle what exists not because they want to create something better or believe in a brighter future. No. They want to bring the whole system down and see what happens next. From time to time one of them rises to leadership, maybe because the previous leader was captured, died in action or worse: became a traitor

Even when agents do their worst to destroy the system, no one wants to be Chaos. When someone gets this title it also transforms them into a living target of Pure loyalty and the next subject of the Information retrieval procedure. That means all their secrets and their comrades's are in danger. If this military unit is close to trap Chaos, they must ultimate themselves and the people with them at that moment.

The group needs someone to occupy the place of Chaos because it's the best way to put a face on the organization and bring more followers to the cause. They also need a pretty head the government can target nstead of racing to hunt all of them. The government still does that but it benefits from showing one Big head to the public eye than one hundred little heads. With the bonus that the Pure loyalty unit slacks off after catching a Chaos giving them time to regroup.

They know the past, present and future is a pile of garbage. To be Chaos doesn't seem to offer many benefits: anyone with this title will have to face great danger and certain death, after all, this position is not chosen but imposed. But they get a few rewards. Their comrades give up their identities to Chaos as a token of trust and they get to keep their name recorded for posterity. Once their goal is fulfilled and the system is destroyed. If none of this makes sense for outsiders is because it's doesn't have it and no one cares.
