The huge Plant 19S has been in need of overhaul for several decades and urgently needs renovation. Recently, new facilities have provided the capacity to reduce the plant's output. However, since the recent outbreaks of violence in connection with the ongoing expansion of the wastewater treatment plants, the city administration has become very cautious in awarding such projects, the tender has been delayed. Various parties and corporations, especially the Vory, are trying to expedite this process while simultaneously positioning their assets as favorably as possible. The plant has already suffered several acts of sabotage, and officials in decision-making positions are coming under increasing pressure.
