3. The Hearth of Seven Flames (Tier VI): Not really a tavern, so to speak, but run by the Church of the Seven.  Here, the faithful have free lodging.
4. The Iron Ladle (Tier I): run by Kadra Three-Pots, a dwarven sailor turned cook.  Lodging is primarily reserved for sailors, dockhands, and smugglers.
