Pandemonium’s laissez-faire attitude toward individual actions outside its jurisdiction has enabled these productions to flourish. However, the influential Pandemonian Entertainment Guild successfully lobbied for a requirement that all "foreign" participants enter into blood-bound contracts. These contracts, while legally binding and inventively theatrical, do bind the soul of the participant.
