Blackwake Cay

Blackwake Cay is the central settlement of Roofire Island and the most infamous port beneath the Magma Wreath. Built into collapsed basalt terraces and submerged volcanic ridges, it rises and falls with the ocean’s rhythm, as if the city itself refuses to commit to land or sea.

It is the largest free pirate port in the southern expanse—and one of the few places where maps are considered liabilities.

A City That Moves With the Sea

At high tide, Blackwake Cay becomes a sprawling network of floating platforms, rope-bridges, and lantern-lit taverns suspended above dark water. At low tide, those same structures descend into exposed volcanic corridors, revealing a second city carved into stone and tide-polished tunnels.

Nothing stays fixed for long:

  • Streets shift with anchored barges
  • Markets relocate overnight to avoid disputes
  • Entire districts vanish into sea fog and reappear days later

The Tidebound Order

Control of Blackwake Cay rests with the Tidebound Concord, a shifting council of pirate captains who rule only as long as they can enforce their claim. Authority is not inherited—it is taken, defended, and constantly challenged.

Despite its chaos, the city endures because it serves a brutal function:

  • It launders stolen goods from the Wreath above
  • It repairs ships too damaged to reach lawful ports
  • It erases identities faster than it records them

Blackwake Cay is ruled by a singular, feared authority known only as the Plank King. Unlike the shifting Tidebound Concord that governs most of Roofire Island, the Plank King represents the city’s unbroken law—the one thing even pirate captains do not openly challenge.

The current Plank King is Wyatt Maranoss, a figure as much myth as man, said to have survived more mutinies than anyone can reliably count. His predecessor, Hunnis Breeah, was overthrown and killed roughly fifteen years before Blackwake Cay rose to dominance as the southern trade sink beneath the Magma Wreath.

The Law of the Plank King

Within Blackwake Cay’s tidal boundaries, one law overrides all others:

Any betrayal or double-cross committed within the city is answered directly by the Plank King’s judgment.

That judgment is not symbolic. It is swift, public, and absolute—delivered by executioners, debt collectors, and enforcers who operate in his name. Even rival pirate crews respect it, because without it, Blackwake Cay would collapse into immediate war.

The Tithe of the Wreath

When ships of the TIdebound fleets (and allied southern pirate convoys) enter Blackwake Cay, they are required to declare their profits openly upon arrival. From that declaration, a tithe is levied—typically one-quarter to nearly one-third of all gains—paid directly to the Plank King’s coffers.

In exchange, the city grants them three protections that make the toll worth paying:

  • Asylum within Blackwake Cay’s waters (no lawful pursuit may enter without risking war)
  • Free repair rights in tidal shipyards and lava-forged docks
  • Safe harbor from southern imperial or trade enforcement vessels

The Unspoken Balance

The system survives because it is mutually understood:
the Plank King does not rule pirates—he regulates their survival.

Break his law, and the city does not punish you.
It removes you from the ledger entirely.
