Estavan

Estavan is never encountered on the streets of Sigil - ALWAYS in his 2nd Floor office in the Clerk's Ward. He is the lone representative of the Plane Trade Consortium in Sigil, and as such has his hands in most of the importing and exporting that goes on, making him powerful and well connected.
