Cirily is a Fire Eladrin and a member of the Sigil Advisory Council. She is a devoted Planarist, believing that most of Sigil's ills can be traced back to the inhabitants of the Prime Material Plane.
She can point to Rowan+Darkwood as proof of her theory.
