Elmshire
This sleepy town with a sizable halfling population lies on the shore of the Nyr Dyv. Fishing boats crowd the wharves. The townsfolk welcome peaceful visitors—particularly adventurers who can help fend off monsters, bandits, and cults of Elemental Evil lurking in Cairn Hills.
A Halfling Haven
Rickety piers extend into the shallow, weedy waters along the shore of the Midbay, where the scent of sweet blue smoke rises from tiny chimneys hidden among the grassy hills. The land bustles with activity—halflings walking, riding ponies, chatting, and working.
This pastoral settlement of halflings has flourished into a major center for the diminutive folk, largely due to its proximity to Greyhawk. Many halflings venture into the Free City for a taste of adventure but soon grow weary of the urban chaos, choosing instead to settle here. Now, over 5,000 halflings call Elmshire home, nestled near the inlet of the Selintan River.
Though large vessels avoid the shallows, the halflings have made excellent use of the waters. Their light canoes of leather and bark navigate the bay with ease, reaping its bountiful fish. Meanwhile, their sheep graze the lower slopes of the Cairn Hills , thriving on the fertile land.
Amidst rolling hills and a vast grove of towering elms, the halflings have built their homes—cozy burrows with solid wooden doors, small shuttered windows, and chimneys that always seem to be smoking.
Elmshire is known for good food, warm hearths, and friendly faces. Many inns accommodate human visitors, featuring raised doorways, taller ceilings, and even a few human-sized beds. The town’s shoreline welcomes the barges of the Rhennee, and in winter, the bargefolk swell the town’s population, setting up camp along the shore.
At night, Elmshire glows with thousands of flickering lanterns, torches, and candles, a beacon for boatmen navigating the deep channel of the Selintan River toward Greyhawk.
Windsor Greenshade, Halfling Mayor
The mayor of Elmshire, Windsor Greenshade, is an astute politician and retired adventurer. Though he plays the role of a country bumpkin, he is far shrewder than he appears and always seeks opportunities to profit—both for himself and for Elmshire.
Under his leadership, the town has nearly doubled in size, with a sharp decline in crime and violence and flourishing trade with Greyhawk.
Halfling Militia
In times of crisis, Elmshire can muster a ragtag militia of 600 halfling fighters under Windsor’s command.
- Fighters range from level 0 to 2, divided into five companies of 120 troops each.
- Each company is commanded by a 5th-level fighter.
- All militia carry daggers, with three companies specializing in short bows and two in short spears.
