Courts of Justice
The Watchhouse, Courts of Justice, and Gaol is a long structure housing Greyhawk’s law enforcement and judicial system. It includes the Watchhouse for the Nightwatchmen, the Courts of Justice where magistrates and nobles oversee trials, and the Gaol, which holds prisoners awaiting trial or serving minor sentences.
This long, imposing structure serves three crucial roles in Greyhawk’s administration:
- The Watchhouse (facing the Processional) serves as the headquarters for the Nightwatchmen of the High and Garden Quarters.
- The Courts of Justice (central section) host minor trials overseen by magistrates, while major crimes are judged by nobles or even the Lord Mayor .
- The Gaol (furthest from the road, and visibly in worse condition) holds untried prisoners and those guilty of minor offenses. The city watch patrols it in three shifts, ensuring order.
Crime and Punishment in Greyhawk
The Free City is home to thieves, charlatans, and rogues, but justice is swift for those caught breaking the law. Crimes fall into three categories:

- Minor Crime (imprisonment) – Includes armed assault (nonfatal attacks with weapons or spells) or property damage from 50–250 gp. Punishment: A fine of at least 100 gp and 1d6 years in prison.
- Major Crime (severe punishment) – Includes murder, bribery of officials, impersonation of authorities, and magical coercion. Punishment: 2d10 years of imprisonment, exile, or execution, as determined by a city magistrate.
