Greenlandian Act of Citizenship

Under this act is define who is and who isn't a citizen of the Empire of Greenlandia.
Is a citizen he who is a humanoid not shorter than 5 feet once adult, that is only covered in skin and without any monstrous feature.
Is not a citizen he who is descended from any monstrous race or is of a monstrous race themselves.
Any and all who are fey born in the feywild are not citizen, however if born within the empire to at least one citizen parent may be granted citizenship.
Half-Orcs even if born by a citizen are never eligible to citizenship.
Any race that is amphibious or aquatic are not citizen.
The following conditions may be waved by the empreror for exceptional reasons at his own discretion.
