While most entities that deal with shipping of any kind will hire and/or maintain their own security, not everyone has the kind of money to keep a second trained crew on the payroll.

As an extension to that, most entities will only protect their own property and won't go out of their way to make a section of space or aerial territory safer for anyone else as long as their ships aren't being raided.

That's where the Merchant Marine comes in. A fleet of ships commanded with the express purpose of patroling known space and dealing with any outlaw ships that happen to show their face. Sometimes they'll tag along with flotillas, just hoping to find some action. They're even more famous for finding pirate havens and smashing them into millions of pieces.

Don't think they do this for altruistic reasons either, as they do often get paid in "donations" from shipping companies they regularly assist, as well as claiming the myriad of bounties they inevitably fulfill. Not to mention the claiming of all the stolen cargo and loot that they recover and can then sell at a premium.
