Roy Caigne

(a.k.a. Sandbagger)

A former Skyguard, Roy Caigne is known behind the closed doors of the Agency of Operations as "Sandbagger"--the agency's primary operator and fixer. Highly competent, his only demerit is that there's only one of him.
When he's occupied on higher priority missions pop-ups are often kicked to "Birdy", the agency's spy.
