With deep class divides there are many in the city who must rely on the goodness of others for vital services. With few-to-none social safety nets charity projects championed by the Church and private individuals barely fill in the gaps.
The Hospital of St Giochinno serves as the only free clinic in the city. This Church-run facility is severely understaffed and overcrowded, with some of the more chronic cases being referred to Providence Sanatorium for extended inpatient care. Minor injuries and common illnesses are often turned away for triage reasons but those who are able to get in to see a doctor or cleric are often able to be set right.
Black River Orphanage in Skirts is the only public orphanage in the city. Due to overcrowding kids are often kicked out by time they turn 13 although many leave long before that in search of anything better.
