Utopia
Utopian is an autonomous underground settlement, located beneath Gotham City's Downtown. Although located within city limits, it is not part of Gotham.
The 2016 Supreme Court case Ramirez vs City of Gotham concluded the the GCPD had no jurisdiction within Utopia, and that Utopians were no subject to Gotham City ordinances, although they were still bound by US law.
The city is governed on anarchist principles, with decisions made by referendum wherever possible, and political power decentralised as much as possible.
The community is largely self-sustaining, relying on hydroponic farming and UV lamps powered by waste-burning generators to produce food. However, due to the limited diet produced by these methods, in practise, the community trade extensively with Gotham. The settlement's main exports are art are art of various kinds, textiles, and marajuana.
The settlement has no law enforcement agency or prison, practicing a system of community-based restorative justice. There have been a handful of occaisions when it was deemed necessary to hand an inhabitant over to state law enforcement for the safety of the community, but in all but one of these occaisions, the individual was a recent arrival who is believed to have sought out the community specifically in the hope of evading law enforcement, having committed serious violent crimes.
