Muckrackers
The current city "guards" of The Puddles, full name Muddied Center Reserve Civilian Corps. For the first few years after the earthquake they acted admirably, protecting the populace and organising the rebuilding. As time went on, and funding for repairs were diverted by the Grand Council, the members of the Muckrackers were replaced by criminals and profiteers. It is well known that to get any form of justice in The Puddles, one must pay for it first.
Structure
Because Haigen Topkick runs both the Muckrakers and the Salvage Guild, he regularly recruits members from one to the other. Haigen has a number of captains who will select favoured members of the Salvage Guild and deputise them as officers in the Civilian Officers in the Muddied Reserve.
