Haigen Topkick

Haigen Topkick is both the Captain of the Muckrackers and Guildmaster of the Salvage Guild. The former makes him the leader of the only legal organisation in the Puddles and the latter is a prominent "salvage" "guild". By salvage they mean whatever isn't currently locked up.
