The Puddles
The Puddles are the most derelict slum of Absalom. Half of it streets and buildings are flooded, leaving many buildings a hazard to anyone near them (let alone someone brave enough to call one home). The city ostensibly controls the district but little is done to police the inhabitants. The gangs that claim it as home are the most cut throat and often least profitable.
Government
Haigen Topkick is the default ruler of the district. The Puddles has no Nomarch but the Muckrackers have been given a Warrant of Authority by the Grand Council. Haigen is the Captain of the Muckrackers so he's considered the ruler of the Puddles.
Defences
The Muckrackers are the only form of official law in the Puddles. Between the bribes, extortion and unchecked authority, there as much a gang as a city guard. So the official title means little to the citizens.
Industry & Trade
Squatters, drug addicts, low level gangs, and a small amount of smuggling

The districts current state is a result of an earthquake in 4698
