The founding of the Accord of kings was signed to reduce the power a king can posses. It put rules that the king must follow. It was repealed in 2279wr by Marlo Croshadna.

This accord had made it so that the king:   Raise taxes without both the people and the counsel of 12's permission   Cannot move an army without the Counsel of 12's permission   Cannot start a Draft without the Counsel of 12's permission   Cannot create a new Law without the Counsel of 12's permission   Must follow all laws set by either him or the Counsel of 12.   Cannot change the sentence of a convicted criminal   Cannot call for an execution of someone   Cannot call for an Arcane/Divine Annihilation.   This Accord was repealed in 2279wr my the King-at-the time Marlo Croshadna. He managed to get it Repealed due to the Demon Invasion of Baphomet, and the rise of Baphomet. He used the argument that if Baphomet came from the portal, a Divine Annihilation would be required to stop him, and that he must be able to set new laws quickly, so that the people will have an idea of what to in the event of Baphomet's rising.
