The Horugam
Second only to its military the Horugam are a central organization within the Godhunter nation. Their name meaning "hunters", they are tasked with tracking down and dealing with any supernatural entities or objects which pose a threat to the orcish race. Though this most often means destroying the object in question, the organization also operates elaborate containment facilities to hold those things which prove in some way indestructible.
Through a robust network of observers Horugam seek to find any magical influence affecting orcs within the bounds of Zungum, so that they can be hunted down and destroyed, repurposed for Godhunter use, or imprisoned. Each case begins with a period of observation during which time Horugam rangers determine the influence's source and the extent of its powers. After this the feasibility of destruction or binding is determined, primarily by on site agents but with assistance from remote specialists if necessary. Only after both of these are accomplished do the Horugam rangers engage the magical entity or object.
Structure
The Horugam are recruit from those orcs who show the the very highest aptitude for resisting magical compulsion, during training for new draftees in the Godhunter military. This forms the bulk of their forces known as rangers. Though they also recruit a large number of students from the military engineering schools to serve as containment specialists.
Most curious of all though are their deprived agents. In Godhunter society those with significant sensory loss are exempt from normal military service but must undergo testing for service with the Horugam. Those that fail are put into non-combat roles, but those who prove apt at field work through their disability are put into service as special agents tasked in hunting entities whose abilities attack orcs through their senses. For example hunts for medusa and basilisk are carried out by blind rangers, and the Hateful Mountain is staffed with the deaf.
Assets
The Horugam have a monopoly on all orichalcum which is not immediately required for military use. This orange brass metal has anti magical effects, in particular disrupting incorporeal movement and teleportation. As a result all hunters use orichalcum weaponry and carry stakes made from the same material. It is standard practice to place these stakes in a perimeter around any stationary hunt target, and place them in traps set for moving targets.
