Personal history

Volga was born into the Sheikah clan a few years before Shinzo. He and Shinzo trained together for the short while that Shinzo was training with the Sheikah. When Shinzo became leader, Volga was eager to express his loyalty to Shinzo, and so, Volga quickly became Shinzo's best agent.   Shinzo and Volga fought together in a battle near dueling peak. At this time, Shinzo had been granted secret stones to aid him in his battles. The person they fought specifically requested to fight Shinzo. Fearing it was a trap, however, Volga went instead with the secret stone in hand. Volga ended up eating the stone in order to win the fight, and transformed into an uncontrollable dragon and creating Dueling Peaks. He turned against hyrule in blind hunger, crushing Kana and Eris while decimating the forces there. He then fled to Death Mountain.   Volga was a dragon that was tormented by his own power. It tore his body apart and drove him to madness. In this madness, a hunger compelled him to devour gorons. However, Shinzo/Magnus saved him by binding a seal over his power to Dana.   Volga swore allegiance once more to Shinzo, but only in exchange for a promise: one day, when Shinzo did not need Volga any longer, Shinzo would see to it that Volga died. Volga's current state was one of great physical pain and his draconic form disgusted him. Shinzo agreed.    Shinzo told Volga he was ironically ordered to kill him already, but he still needed Volga to assist him. Not following through on an order would be a crime against Hyrule, but thankfully, those on that battlefield who saw Volga's transformation were either dead or close allies of Shinzo's. Volga simply needed to not speak of what actually happened. Agreeing to this, Shinzo then requested Volga handle some military missions that were originally assigned to him. And so, Volga fought for Hyrule. During this time, Volga often fought with or against Malaati, the Demon Mercenary.   When Shinzo was betrayed by the crown, Volga helped him escape by physically blocking the pursuers. He took many attacks that should have been fatal, but his power with the secret stone kept him from dying. Once his enemies retreated, he returned to Death Mountain to go into hiding.   When Shinzo became king of Hyrule and learned the Calamity was coming, he asked Volga to go look for allies in other worlds. Shinzo constructed mirrors and gave them to Volga. Volga was told to put the mirrors in places that would be hard to reach as they give off cursed energy. Volga did so, and then traveled into the mirrors to find people who might be able to help fight the calamity. Alas, in Termina, he found they were already too occupied in a war, and in Subrosia, he found the subrosians too peaceful to be of any use in a fight.   When Volga tried to return, Shinzo had been exiled and Volga was greeted by gorons and Sheikah. The Sheikah had exposed to the gorons that this was the dragon who had tormented them. The Sheikah and gorons worked together to force him into subrosia. They then dropped the mirror into the depths of death mountain, deactivating it.   In Subrosia, Volga fell into a great depression. He mostly lived away from the subrosians, and he never took on his draconic form. However, over time, the subrosians began to acknowledge his immortality, and they considered him a great being of wisdom as he had observed them for years. Eventually, he was asked to be their king. Volga reluctantly accepted. Truthfully, he isn't much of a leader. He mostly takes advantage of the subrosian's servitude to him, but they don't seem to mind. In fact, they enjoy serving him.   Volga did command the Subrosians to protect the mirror on Subrosia's side. This mirror was located in a tower not too far from Volga's Palace.   Now, Rotana has reactivated the mirror. She went to Volga and told him that Shinzo would like his help in locating the Forge of Tears. He suggests that, in order to find it in a timely manner, he may need to take over some of Hyrule. This would permit his freedom of movement, put more men on the search for the forge, and, once found, give Volga the power to keep as many people away from the forge to prevent unncessary causualties when Shinzo returns. Volga attempts to fulfill his end of the deal by using the Subrosians as a fighting force, but he quickly remembers how useless they are in a fight. He opts instead to start eating the subrosians, taking his draconic form for the first time in centuries. This terrifies the subrosians, so they flee to Hyrule.   Volga devises a plan to force Hyrule and Zora's Domain into his servitude: place bombs on the dam and take the water supply hostage. The first phase is to Assassinate King Sidon. The second phase is to sneak Yiga into the domain and infiltrate their guards, townsfolk, workers, etc. The third phase commences when Volga is ready to cause a ruckus in the domain. While the domain is focused on Volga, the yiga, Vile, and Rotana sneak bombs onto the Dam and use mind controlled zora to set them underwater. The final phase is a demand for submission from the Zora and Hyrule.   While the Zora crumbled easily, Hyrule did not. Volga does not actually want to use the bombs on the dam, as it could cause unforeseen damage such as destroying or flooding the forge he is seeking.
