Created by the Stone Giant, Barl Breakbones, as a ring -- this item can be worn around the neck as a torc.

The torc can store any first level spell cast into it. 

Every morning, it will have 1d4+1 charges and the capability to cast that spell as a wand.

The bearer may use multiple charges to upcast the spell if that spell allows.
