When you take this feat you can now assign skill points into some of your career skills. You choose 1 career you have taken and all career skills in that career can now be assigned normal skill points to it, increasing the starting ranking you have. All of your schooling Career skills are also covered in taking this feat.
You make take this more than once when you take it a second time, all career skills are now unlocked.
