Eda Oweland

Eda Oweland is an older woman in the city of Saltmarsh. She is beloved by all who know her. She serves on the Saltmarsh Town Council, and has previously served as the head councilwoman. She is closest to Gellan Primewater. He throws her a party on her birthday. it is the highlight of the year. 10 years ago she fell upon some hard times and Gellan helped her out financial in return for voluntary ignorance with some packages a few years ago.
She has a younger sister and two great-nephews, who also live in Saltmarsh. Recently there's been activity in the abandoned house and one of the nephews volunteered to investigate the house. (SECRET: he's dead.) Her brother has previously been arrested for smuggling. The charges were dismissed, but the Scarlet Brotherhood knows about this and has proof. While they haven't blackmailed her, they are prepared to do so if necessary.
