Manufacturing

Enkir kept a set of detailed notes with his tools, cataloguing his experiences using the tools: what worked, what didn't, improvements and improvisations. The act of runesmithing requires a magical set of tools, of which only one set are known to exist. Using these tools generally requires a degree of knowledge and experience in blacksmithing, as many of the processes are similar, and a knowledge or working weapons is generally required. More difficult and powerful runes also necessitate a knowledge of the arcane, making them very difficult to produce, as few smiths are trained in the arcane, and few mages are trained in metalworking.
Inventor(s)
Pioneered by the semi-mythical Enkir the Runesmith, this art is only possible through a set of tools stolen from Baðin the craftsman god. Enraged by the theft, Baðin tasked the nafragl, shades from the Hjímnaðnkeim (Shadowfell) to seek and return the tools to him. Enkir spent much of his life hunted by the nafragl, but gained fame and fortune for his legendary weapon enchantments. In the end, his fate was unknown.
