The Bay of Thieves

The Bay of Thieves is a lawless chain of islands off the Western coast of central Galadria. Here, law is only recognized so long as those in fleeting positions of power can enforce it.
  The pirates of the Bay are recognize only two sources of authority. The first is the Pirate's Code, and the second is the Vathia Thalassa.
  The Pirate Code is a de facto set of laws and regulations laid down by the the closest thing that the region has to a ruling body - the Captains' Council. The Council is a loosely-governed democratic forum open to every ship's captain that sails under a black flag. A captain at the council gets one vote for every ship under their command. The idea, of course, was that only the rules everyone agreed on would be the rules passed and followed. In reality, most captains don't bother to attend any meetings and the handful of Pirate Lords in command of the largest fleets hold sway over the decisions of the Council at large.
  Vathia Thalassa occupies a strange niche in the workings of the Bay. It is at once both a place of mythical legend, and very tangible danger. The underwater Kingdom of the Triton spans much of the ocean floor across the center of the Bay. The King of the Deep lays claim to the whole of the ocean floor, and those few foolish enough to test that claim are often slain brutally. It is not uncommon to see floating buoys released by the Triton bobbing in the waves of the bay - lashed to which are the bodies of the overly-ambitious.
  The Deep Kingdom is known to be extremely isolationist, rarely interacting with the outside world.
